The term top-level folder might be confusing when you look at the view of public folders in Outlook. At first glance, a top-level folder appears to be a third-level folder, but this is because the Exchange Server retains ownership of certain folders that are created during the installation setup process.
Top-level folders are created under CONTROL PANEL > Services > Public Folders
When you set up a top-level folder, you also need to set permissions for it in CONTROL PANEL.
To set folder permissions:
- Log in to CONTROL PANEL and navigate to the settings for the public folder you would like to modify permissions
on:Exchange: Services > Public Folders
- Click the name of the folder you would like to modify permissions on.
- Go to the Client Permissions tab and assign permissions.

Note: due to the shared environment limitations, there is no way to set up Owner permissions to the top-level Public Folder. Maximum permission to the top-level Public Folder is Publishing Editor.
To add subfolders under top-level folders, you need to use Outlook/OWA.

To access Public Folders in Outlook for Windows navigate to Folders tab> public folders> select

To access Public Folders in OWA navigate to the Folders tab in OWA 2010
and use the Favorites in OWA 2013/2016

Note: The person who creates a subfolder is the folder Owner. This is the only user who can grant permissions or enable sharing of the folder for other users.
