When creating a three-state workflow in SharePoint 2010, you may find that workflow states are unavailable (greyed out), as shown in the following screenshot. The reason is that there is no column to show the states in the document library. To resolve this issue, you can add the necessary column.

To add the "Workflow state" column:

  1. Go to the library to which you want to add the workflow. On the Ribbon, click Library.
  2. Click Create Column.
  3. Fill in the required fields, and make sure to add three states.
  4. Now workflow states should be available.
